Chartered Management Institute signs the Armed Forces Covenant

Service Families Benefit from CMI Membership

The Chartered Management Institute has pledged to support Service spouses and partners in gaining the leadership qualifications to help them further their career.

Ensuring that Service spouses and partners are not disadvantaged in finding and staying in employment due to service life is a key part of the Armed Force Covenant, which states that: The Armed Forces Covenant is a promise by the nation ensuring that those who serve or who have served in the armed forces, and their families, are treated fairly. The Chartered Management Institute (CMI) has sought to uphold this promise by signing the Armed Forces Covenant. In their pledges, the CMI support Service spouses and civil partners through their MOD Family Membership Scheme, which provides access to Leadership, Mentoring and Coaching qualifications, helping Service spouses to gain the key skills and professional recognition which can help Service family members to find employment. The Scheme is also available free to children of Service personnel (aged 16-18) and allows them to become a Campus CMI Affiliate with access to all the benefits of online resources, including study support.

CMI’s pledge offers a discount on their qualifications and membership for family members of Service personnel who are CMI members, and a commitment to support Service spouses or Reservists who they employ with flexible working arrangements, where possible. Chief of Defence People, Lieutenant General Richard Nugee is a CMI companion and participated in the signing of the Covenant at an event on 14 November. He said:
“The families of our Service personnel are an important part of the Covenant. We value and are grateful to them – the unsung heroes who support our Armed Forces. Knowing that the nation, and organisations like the Chartered Management Institute recognises this is extremely important and fundamental in making the Armed Forces Covenant work.”

Ann Francke, Chief Executive of the Chartered Management Institute said:
“We’re proud to sign the Armed Forces Covenant, and helping families of the heroic men and women who serve our country get the support they need to develop their careers. Thousands of members of the Armed Forces who’ve gained CMI-accredited qualifications have benefited from improved performance in their roles, as well as from building confidence and gaining qualifications to help them resettle into civilian life at the end of their military career. Now, their families also have the chance to develop their own skills and qualifications.”

12 months ago the MOD ICE App was launched.  The app, which has been developed by the Ministry of Defence’s Joint Casualty and Compassionate Centre (JCCC), has now been downloaded over 25,000 times by British service personnel and their families since the launch in October 2015.

Tickets For Troops

About Tickets For Troops
Tickets for Troops (TFT) was set up in 2009 to provide members of the Armed Forces with free tickets for major sporting events, theatre performances, music concerts and cultural attractions.
Since launching TFT has been donated over 850,000 tickets and over 140,000 troops have registered on the website.
Tickets are available on the TFT website to troops who are currently serving or who have been medically discharged since 2001.
Tickets For Troops has teamed up with a wide range of organisations and has been able to offer free tickets to a huge number of high profile events, including The London Olympics and Paralympics, Invictus Games, The BRIT Awards, the Isle of Wight Festival, Formula One British Grand Prix, the FA Cup, Les Misérables, The Ideal Home Show, Premier League Football, the Aviva rugby Premiership, The British Summer Time Hyde Park series. The Calling Festival, Coldwell Boxing, darts and many others.

The MOD ICE (In Case of Emergency) app produced by the Ministry of Defence’s Joint Casualty and Compassionate Centre (JCCC) has now been downloaded 20,000 times by British service personnel and their families since its launch in October 2015.

The JCCC, part of Defence Business Services (DBS), provides a focal point for casualty administration and notification and requests for compassionate travel (for those personnel serving overseas) in respect of members of the British Armed Forces at any time and will take immediate action for service personnel and their families when an emergency occurs. JCCC offers immediate support 24 hours a day, 7 days a week, to all in uniform and their loved ones should an incident occur.

As part of the JCCC’s work, the team developed the MOD ICE app that offers a ‘click and call’ facility to direct the user to the most appropriate source of help if they are faced with a family emergency. The app guides the user to the correct point of contact even if the emergency is to be managed outside of JCCC’s remit, for example by service welfare or a charity partner.
Available from the Defence Gateway internet site – www.defencegateway.mod.uk - MOD ICE has reached 20,000 downloads in just nine months, but the aim is for all members of the British Armed Forces and their families members to have the app on their phone or mobile device.

To download MOD ICE for Apple or Android devices, Service Personnel need to visit Defence Gateway on the mobile device that they wish to host the app. From the App Store, they can download the free app and then repeat the action with the relevant devices of family members. MOD ICE can be downloaded multiple times from the same Defence Gateway account.

Once downloaded, the Service Person’s name, rank and service number, together with the most relevant welfare officer’s details are entered into the app. It’s then ready for use by both the Service Person and their wider family at any time of day or night – whenever it is needed.

MOD ICE runs alongside the JPA P001 card. It is imperative that Service Personnel should also remember to keep their Emergency Contact and Next of Kin details on Joint Personnel Administration (JPA) up to date and make and maintain a current Will.

Future Accommodation Model – Survey for Service Personnel and Spouses


The Ministry of Defence is thinking about how it provides Service Personnel with accommodation in the future. This follows the SDSR commitment to make a new accommodation offer to help more personnel live in private accommodation and meet their aspirations for home ownership. The proposals are still in development. Future Accommodation Model (FAM) is still at an early stage. No decisions have been finalised, and the details are likely to change.


It is important that Service families, wherever they are in the world, have a chance to feedback their views on how they would like accommodation to be provided. Families are requested to complete the AFF survey to provide their views and feedback and to help influence the decisions being made.

Service Families Federations are hosting the Big Survey 2016 – Future of Housing. AFF has three Fitbit Flex to giveaway for those taking the survey (those wanting to be entered for a chance to win one will need to include their details at the end of the survey).

1.    Changes to Continuity of Education Allowance (CEA) Regulations.
In April 2015, the Defence People and Training Board (DPTB) commissioned a review of Service children’s Continuity of Education exploring the ways by which the MOD assists Service Personnel to ensure continuity of education for their children; one of those is through the provision of CEA. The Review is not yet complete; however, it has identified some areas where the governance can be further tightened to strengthen the eligibility criteria for claiming CEA that do not need to wait until the review’s completion before implementing. The changes to CEA will be implemented from the beginning of academic year 2016/17. Please ensure you read 2016DIN01-100 to find out if any of the new regulations affect you.  Additional assistance is available from the Children’s Education Advisory Service www.gov.uk/guidance/childrens-education-advisory-service or their helpline 01980 618 244 (Military 94344 8244).

2.    School Children’s Visits (SCV) – Unaccompanied Minors (UNMIN). 
On 24 February 2016 British Airways (BA) announced that its Skyflyer Solo UNMIN service will no longer be available. Pre-existing bookings will be honoured if the service has already been booked and paid for, providing the journey is completed by 31 January 2017. BA will now only accept children aged 12-18 years to fly alone. 2016DIN01-103 has been released and gives full details of options available to parents.

3.    Recruitment of Commonwealth Nationals into the Armed Forces.
The aim of this DIN, which is targeted at all Armed Forces personnel, the chain of command and those with responsibility for recruitment, is to confirm the UK residency criteria for recruitment into the Regular and Reserve Armed Forces and also to explain the circumstances in which an exemption to the criteria will be granted for individuals recruited into roles that require specialist skills. The new DIN 2016DIN01-086 replaces  2013DIN01-149.

If you are living in Service Family Accommodation, your CarillionAmey Accommodation Officer (AO) is your key point of contact on the ground.  Their role is instrumental in making sure that you and we are looking after your home from the moment you move into it to the moment you move out.  Our AOs are often your first point of contact and make a real difference to the smooth running of your move in and out. We now have a large team of 138 people working as AOs or in supporting roles and we’re running on-going training to ensure they have both the technical expertise you need as well as being customer focused.

Each AO looks after between 250 to 300 properties and is responsible for moving families into and out of them as well as looking after you whilst you are living in the property. They also ensure local play parks, street lighting and communal grounds areas are well maintained.


If you have an ongoing issue with your property or surrounding areas, please call the Helpdesk on 0800 707 6000 on either option 1 or option 3 and ask our advisor to contact your AO to arrange a home visit.  By working together, we can try and make sure that your stay in your property is an enjoyable one.

Enhanced Learning Credits

Enhanced Learning Credits, Further Education and Higher Education scheme changes.

The MOD promotes learning among members of the armed forces and the veterans’ community by providing what are known as Learning Credits, through the Enhanced Learning Credits scheme and Further Education and Higher Education scheme.  Both of these entitle Service personnel and Service leavers to receive financial help with the cost of their learning.
From 1 April 2016 there will be some changes to the schemes to make them more accessible and to enable people to use them to gain personal and professional qualifications in a more flexible way, both while serving and after transition to civilian life.

Armed Forces Covenant Website


In January 2016 the Armed Forces Covenant was re-launched under a new, unified brand.

The new website lays out the support that is available to beneficiaries of the Covenant – current Regular and Reserve Service Personnel, Service families, former Service Personnel – with links to further information on individual Covenant measures on GOV.uk

The new website also contains information for supporters of the Covenant, including businesses, charities, the general public and local authorities, and regular news stories about how the Covenant is helping real people

RBL - Count Them In

Count Them In
The Royal British Legion and its sister charity, Poppyscotland, have launched a campaign calling for additional questions to be included in the next census in 2021. These questions will seek to capture much needed data on the Armed Forces community - particularly Reservists and veterans, who are otherwise largely hidden from official statistics.
As you will be aware, unlike in the United States, the UK Government only really maintains records on Regulars and injured and pensionable veterans, whilst Reservists, ‘healthy’ working age veterans, and family members are generally missing from existing data collection methods. Sadly, even the data that we do have is rather patchy, providing no real indication as to the wellbeing and needs of this unique community. In contrast, we know a great deal about the UK’s Jedi community, as well as the numbers and location of our sheep and cattle.
In light of the above, the Legion and Poppyscotland have launched a new public-facing campaign. The campaign, which is called Count Them In, essentially seeks to establish a comprehensive snapshot of our Armed Forces community. By including questions about membership of the military community in the next census in 2021, we hope to not only develop a greater understanding of the needs, location and profile of the Armed Forces community, but also directly compare this group to their peers in the general population. This information will help the sector – local authorities, charities, statutory bodies - to more accurately identify areas where Service life presents a disadvantage, which will in turn enable the Government and other statutory providers to better allocate resources and deliver on their Armed Forces Covenant commitments.

Helping to make a difference to Service Family Homes

Improving homes is a great job because it helps to make lives better. Our project teams at CarillionAmey are responsible for running improvement projects as and when DIO give us the green light to start a project and when MOD funding is made available. The projects run throughout the Government’s financial year which runs from 31st March to 1st April.
Project work is very satisfying, the teams really enjoy what they do because it involves making Service homes better, modernising them and helping to make them more energy efficient. Project work means our teams often spend a lot of time with the families and unit personnel which helps them to understand what Service families’ lives are like and why what they do is so important.
